Job Description – HSE & QA Manager

Department: Health, Safety, Environment & Quality (HSE/QA)
Reports to: Head of Operations / COO
Location: UAE
Direct Reports: HSE Officers, QA/QC Inspectors, Food Safety Officers, Hygiene Supervisors

Role Purpose

The HSE & QA Manager is responsible for ensuring that all warehouses, cold storage facilities, and fresh fruit production sites comply with the highest standards of health, safety, environment, food quality, and regulatory requirements. The role will drive a culture of safety and quality, safeguard compliance with UAE laws and international food safety standards, and ensure that customers receive safe, high-quality products.

Key Responsibilities

Health, Safety & Environment (HSE)

  • Develop, implement, and enforce company-wide HSE policies and procedures in line with UAE regulations and regional best practices.
  • Ensure compliance with Civil Defense, Municipality, EHSMS, and Ministry of Labour requirements.
  • Oversee risk assessments, safety audits, and incident investigations across warehouses and production facilities.
  • Implement emergency response plans, fire safety drills, and occupational health programs.
  • Manage waste disposal, environmental protection measures, and sustainability initiatives.
  • Provide regular HSE training for staff and contractors.

Quality Assurance & Food Safety (QA)

  • Oversee the implementation of HACCP, ISO 22000, GMP, and Municipality food safety guidelines across warehouses and production facilities.
  • Develop and maintain QA policies, SOPs, and inspection protocols.
  • Supervise incoming, in-process, and outgoing quality inspections of fresh produce.
  • Manage product traceability, recall procedures, and non-conformance investigations.
  • Ensure calibration of QA equipment and hygiene monitoring systems.
  • Liaise with suppliers and production teams to ensure produce quality standards are consistently met.

Regulatory Compliance & Certifications

  • Ensure all company facilities are audit-ready at all times for Municipality, ESMA, Dubai Accreditation, and international certification bodies.
  • Lead internal and external audits (food safety, health & safety, ISO).
  • Maintain all required licenses, permits, and regulatory certifications for warehouses and production facilities.

Team Leadership & Training

  • Manage and mentor a team of HSE officers, QA/QC inspectors, and hygiene supervisors.
  • Conduct regular staff training on HSE awareness, food safety, hygiene practices, and quality control standards.
  • Foster a culture of safety, accountability, and continuous improvement across operations.

Reporting & Continuous Improvement

  • Monitor KPIs related to safety incidents, audit scores, food quality defects, and regulatory compliance.
  • Present monthly HSE & QA performance reports to senior management.
  • Lead initiatives for continuous improvement in safety and quality standards.

Key Performance Indicators (KPIs)

  • Zero fatalities and reduction in lost-time incidents.
  • 100% compliance with UAE Civil Defense, Municipality, and food safety regulations.
  • Successful completion of internal and external audits with no major non-conformities.
  • HACCP and ISO 22000 certification maintained across all facilities.
  • Customer complaints and product rejections reduced year-on-year.
  • On-time training completion for all staff and contractors.

Qualifications & Experience

  • Bachelor’s degree in Food Science, Engineering, Environmental Health, Occupational Safety, or related field.
  • Minimum 7–10 years’ experience in HSE and QA roles, preferably in FMCG, fresh produce, or food manufacturing sectors.
  • Certified in HACCP, ISO 22000, NEBOSH/OSHA, or equivalent safety and quality standards.
  • Strong knowledge of UAE regulatory frameworks (Municipality, Civil Defense, ESMA, MOHRE, EHSMS).
  • Proven track record in managing multi-site warehouses and production facilities.
  • Excellent leadership, auditing, and problem-solving skills.
  • Proficiency in MS Office, ERP, and QA/HSE management systems.
